Mayor Foster said, "The good news is we're in good financial shape. The bad news is that there's a train coming down the tracks, and we know [about] the pension problem..."
Asked by the audience-member about upcoming negotiations with IAM [city employee union representing non-public safety city employees], Mayor Foster noted they would be starting shortly and said "that's one of the reasons for my recommendations, that's going to be the first test of this Council" and added negotiations with the police and firefighter unions come a year thereafter. One year ago, in releasing management's proposed FY14 budget with his recommendations [for Council discussion and enactment in Sept. 2013], Mayor Foster said it was his final budget and the one of which he was most proud. Foster will exit the Council effective July 15, and five new Councilmembers will enter, comprising a new majority on the nine member Council. The Council has the power to accept, reject or modify what Foster and/or his endorsed successor, entering Mayor Robert Garcia may recommend. The Council's deadline for enacting a FY15 budget is Sept. 15; the Mayor then has a line item veto over Council-majority approved items which can be overridden by six Councilmembers. blog comments powered by Disqus
