(April 27, 2007) -- Councilwoman Suja Lowenthal has been named an alternate voting member on the CA Coastal Comm'n by incumbent Commissioner Larry Clark, a Rancho PV Councilman.
Councilwoman Lowenthal will serve and vote on the Coastal Comm'n when Commission member Clark doesn't attend meetings.
The Coastal Comm'n has 12 voting members, each of whom can appoint an alternate to serve in his/her absence.
The Coastal Comm'n currently has before it a high visibility appeal involving a challenge to the "Home Depot" (Studebaker/Loynes) development, brought under the Coastal Act by multiple appellants...who include Coastal Commissioner Clark.
As a LB Counclmember, Councilwoman Lowenthal upheld a City Hall-proffered Environmental Impact Report (EIR) whose certification required finding "overriding considerations" justified the development notwithstanding significant environmental impacts. (The Council vote was 6-3, O'Donnell, Schipske, Gabelich dissenting).
