(June 28, 2013, UPDATED at 9:38 p.m.) -- As seen LIVE on LBREPORT.com -- with VIDEO on demand now -- shortly after roughly 9:00 p.m. today (Friday June 28), two women became what we believe to be the first same sex couple publicly married in Long Beach following yesterday's U.S. Supreme Court ruling regarding Prop 8.

The event took place at a private officiant's office/wedding chappel and followed this afternoon's (June 28) decision of the U.S. 9th District Court of Appeals to lift its stay on a ruling by a federal court district judge who -- after conducting a trial on the merits -- found Prop 8 unconstitutional.

Meanwhile, City Halls in Long Beach and West Hollywood will for a period of sixty days be partnering with the L.A. County Registrar Recorder/County Clerk to provide pre-paid, pre-scheduled civil marriage ceremonies..which now include same sex marriages.

Couples must first obtain a marriage license and schedule a ceremony at a RR/CC office. For more information, go to https://www.lavote.net/Clerk/Marriages.cfm.

The Norwalk main office will maintain service hours on weekdays from 8 a.m. to 4 p.m., and also on the third Thursday of the month from 8 a.m. to 7 p.m.

District branch offices will issue marriage licenses from 8:30 a.m. to 3 p.m. as usual. Additionally, the following district offices will perform pre-scheduled, pre-paid ceremonies not only on Fridays but on Wednesdays as well: East Los Angeles, Florence/Firestone, Lancaster, LAX Courthouse and Van Nuys. At the Beverly Hills Courthouse, pre-scheduled, pre-paid ceremonies will be performed on Wednesdays in addition to Thursdays.

After the 9th circuit Court of Appeal lifted its stay, Governor Jerry Brown sent a directive to proceed with same sex marriages to the California Department of Public Health which led CA State Registrar Tony Arguto to issue the following memo:

...Effective immediately, county clerks shall issue marriage licenses to same-sex couples in California.

People who are currently in a State Registered Domestic Partnership (SRDP) may be issued a marriage license if the parties to the SRDP and the parties to the marriage are the same (Family Code Section 298.5) and the parties are not already legally married to one another in another jurisdiction.

Same-sex couples legally married in another jurisdiction will be considered already legally married under California marriage licensing and certification laws and they should not be issued a new marriage license. Family Code sections 301, 302, and 500 allow only unmarried persons to marry in California.

Marriages of same-sex couples married in other states and jurisdictions were already considered married in California and do not need to be "re-married" in California.

Earlier today, Sandy Stier and Kris Perry, one of the two couples who were plaintives in the Prop 8 case that made it to the U.S. Supreme Court, were married shortly after 5 pm in San Francisco by California Attorney General Kamala Harris.

The other couple, Paul Katami and Jeff Zarillo were married in Los Angeles by outgoing Mayor Antonio Villaraigosa.

In Long Beach, the Ocean Blvd. office of Great Officiant (a wedding planning business that plans weddings and up until now same-sex "ceremonies") says it was inundated with telephone calls.

Tonight at 9 p.m. at the firm's Edgewater Chapel, couple Toni Roldan and Carol Mayhew will get married. The couple had planned to be married on the day that marriages were stopped by the voter-enacted passage of Proposition 8 in November 2008.

The Los Angles County Registrar Recorder County Clerk Dean Logan's Office issued the following information:

"At 4:07 p.m., I received direction by cell phone from Attorney General Kamala Harris to begin immediately issuing marriage licenses to same-sex couples based on the action taken this afternoon by the Ninth Circuit Court of Appeals.

For potential volume increases in civil ceremonies, the RR/CC has expanded the capacity for marriage licensing and civil marriage ceremonies, increasing the number of deputized marriage commissioners and extending days and locations available for civil marriage ceremonies at various district offices.

Our office is dedicated to customer service excellence and to providing vital services in a fair, accessible and transparent manner. We stand ready to serve Los Angeles County residents.”

To expedite the licensing process, marriage license applications can be filled out online (https://marriage.lavote.net/OMLS) prior to coming to an RR/CC facility to pay the fee and pick up their license. Couples are encouraged to fill out an online application and bring the confirmation page into the RR/CC, along with $90 for a public license fee. Once a marriage license is obtained, couples can schedule an appointment for a civil marriage ceremony for $25.

Friday's fast breaking developments take place after the U.S. 9th circuit Court of Appeal earlier today lifted a stay, letting a ruling take effect by a federal district court who -- after conduct a trial on the merits and hearing evidence -- found Prop 8 unconstitutional. On June 26, the U.S. Supreme Court held in a 5-4 ruling that Prop 8's proponents lacked federal court standing to support their petition-initiated, voter enacted (Nov. 2008) measure when the Governor and Attorney General refused to do so.
