At an August 27 community meeting (LBREPORT.com coverage here), LBPD Chief Robert Luna revealed that the individual found shot in vehicle in the area of 45th/Atlantic [Aug. 9 information initially provided by LBPD] was actually shot somewhere north of that location. Chief Luna said the victim won't tell LBPD the location and won't cooperate with LBPD.(August 9. 2019, 4:00 p.m.) -- LB's 8th Council district has had THREE shooting crimes scenes within 12 hours, two in which persons weren't hit, but a third in which a man was shot/wounded in broad daylight basically across from the busy Bixby Knolls shopping center.
The three shootings began at about 1:40 a.m. on Aug. 9 when (info per LBPD PIO Dandoy) officers responded to a shots call in the 200 block of E. Del Amo Blvd. They found evidence of a shooting in the area and a preliminary investigation indicated a suspect shot at a vehicle driving by the area. Officers then found a second crime scene in the 40 block of W. 49th St. where a parked vehicle was struck by gunfire. "Both shootings appear to be related," LBPD says. No persons were hit in these two shootings.
The third shooting of the day occurred at midmorning Aug. 9 when a man was found shot/wounded while sitting in his car parked along Atlantic Ave. at 45th St. (8th Council district) basically across from the Bixby Knolls shopping center (a couple of blocks south of LBPD's North Division/Scherer Park station.)
LBPD Public Information Officer Shaunna Dandoy tells LBREPORT.com (preliminary information) that at about 11:10 a.m. on Aug. 9, officers responded to the 4500 block of Atlantic Ave. regarding a shooting, found a man (adult) with a gunshot wound to his upper torso. Preliminary information indicates the victim was sitting in his parked car on Atlantic Ave. when he was shot.
The victim was transported to a hospital in critical condition. LBPD gang detectives have responded.

The Aug. 9 Atlantic Ave. shooting is the second 8th district "hit" shooting within a week; the Aug. 2, 2019 "hit" shooting in the Carmelitos affordable housing development was a homicide. With these three shooting crime scenes, LB has now had 50 shooting crime scenes (fatal + wounding + no persons hit) since May 7 (94 days.)

As previously reported by LBREPORT.com, following recommendations by then-Mayor Bob Foster, the LB City Council (which included then-Councilman Robert Garcia) erased over a period of years starting in 2009 (entering FY10) 208 budgeted citywide deployable police officers (over 20% of LB's citywide deployable level) including the elimination of LBPD's field anti-gang unit.
Under Mayor Garcia, despite LB voter approval of a June 2016 sales tax increase ("Measure A") now bringing City Hall over $50 million more annually, LB's current City Council has restored only 22 of the budget-erased officers, leaving LB without 186 officers (including a field anti-gang unit) that it previously had but no longer has.
